Hi Anthony.
Is the blank in question white? Epoxy discolors over time. The sun is the culprit. Unfortunately it show up on the white blanks/rods. That is probably why most rods are black.
After cleaning the entire rod, you can abrade the finish using a Scotchbtite pad, clean again with 91% isoprporyl alcohol and apply a coat of epoxy.
The new finish will shine but I think you will still see the yellowish glo.
