True yellowtails. They have a narrower tail than a blackback, and are thinner. Generally longer and less wide as a blackback. They also have the tell-tale yellow streaking on the underside, if you see them up close, you can tell they are a totally different fish, and we caught enough of them to know they werent just strange blackbacks.
As far as regs, yes you can take them, 13" not 12" like the blackbacks.
