Some guys use big trebles on live bunker, some use 10/0 Gamos and I hear the surf guys are using 10/0 and 12/0 Gamo Big Rivers on chunks. Talk to your tackle shop and see what they say
Just remembered something else that Seaweed at Don's shop in Merrick told years back when I had the same problem. I had been hitting an inlet spot with clams and doing well but couldn't hook up on chunks. Same situation, lots of takers but no hook up. He asked me what the biggest fish I took on clams was, when I said high teens he said the fish on that piece were too small for chunks and just mouthed it before spitting. They wanted clams. Next weekend I chunked a wreck on the beach with success. For whatever its worth.
I was also using 7/0 Siwash, too small. Went to 10's
