haha i bet everyone asks this question a million times in there head everytime...
its a tough one, however my trips are usually planned according to tides in a given area.. if i arrive and see things i like for example BAIT or something that just looks fishy i stick around for a while...when the current starts to slow i will usually move farther from and inlet/mouth
to where the water will still be ripping...and repeat the process till slack or just give up..at every location i usually use top/middle/bottom water columns...if theres no fish holding in the given area i move.
montauk is a whole different creature...there is structure everywhere and fish holding in a lot of nooks and crannies...with montauk i usually find if you got the bait in the water you can almost guarantee some fish... but however in montauk certain wind/tides will tell you where to go either north or south of the light..if you planned a side look from uptop to find bait first before you go down rock hopping..
i must ask myself that question if theres no activty going on atleast 20 times..but if i move i ask what if my previous spot is producing...i guess you get smarter as the years go on..log books definetly will tell me to move or stay put. if i caught a 20# last year on this day and im in the same spot conditions are the same my butt aint moving. hope i made sense kinda got the memorial day buzz still kickin..

60% experience, 30% observation, 10% hunch...

Learning a new area is a pain in the butt. If you have no prior experience with an area, then advice from a local B&T may be useful. In the absence of that, it's all observation. Without knowing an area, if I find moving water, good structure and abundant bait, I'll usually stick out the tide. -Rich
