In NJ, only party boats are allowed to fillet at sea and they need a special permit and have to keep the racks. Private boats aren't suppose to fillet at all while on the water.
I had a debate with a CG officer last year on my friends boat when they spot-checked us and we had a couple legal sized fluke that we fillet'd the white side for belly and he had informed us that even that practice was debatable. He let us go on our way though.
OH WELL, THAT DOES'NT BODE WELL FOR A KAYAK ANGLER WHO CATCHES HIS LIMIT OF BLUES. NO MATTER WHAT KIND OF YAK YOU RIDE, TEN BLUES (UNCLEANED) WILL SURE TAKE UP SOME SPACE. I GUESS I'M "FORTUNATE" IN THAT I DON'T FIND BLITZES VERY OFTEN !!
