Predicting the weather is not a perfect science. NOAA does a pretty good job of it. Every captain that fishes offshore, assumes a certain amount of risk every time they sail. If you run a 21ft boat 70 miles off shore because NOAA called for light and variable you really have nobody to blame but yourself if you find yourself in heavy seas. Exercize good judgement. NOAA is just one part of the decision making process.
