If you send them a letter, they will in turn send you some forms to fill out, when you return those, they will send you a tagging kit which includes 5 tags, cards, shark identification manuel, general information, etc. They only ask that you are serious and will use them.
You can get additional information by visiting www.nmfspermits.com It looks like you will need a permit to fish sharks this year. I believe this same permit will cover sharks and tunas.
It is a good program that goes a long way to help understand these beautiful creatures, and it is a lot of fun as well.
