If you mean for the state parks (JB, RM etc) then yes the are (should be at least, haven't gone into the park office lately).

The parking only permit is $25. The 4x4 permit (which includes parking access) is $49.

No discounts for partial year.

Isn't the state 4X4 permit only $39 and the Empire Pass $49? Just curious, I can't remember for sure since I bought it last spring.

I bought the Camp Hero permit on Sunday. I can't believe they get $25 for a permit to one place with such limited access, and $39(?) for all the other beaches. I am not really too upset thought, the view from the bluff is phenominal.
