Hi.
No, you don't need a boat. Infact, in many cases being on the shore gets you in better opportunities as large fish often come into the shallows (especially at night). Spring is a great time flyfish as bass, blues, weaks, fluke etc come into the bays and creeks to feed.

The biggest word of advise I can give you is be patient when it comes to learnin to cast. Distance will come with time and anyway 100 foot casts don't always put you in better shape to take fish. Some of the best flyrod fish I've taken came less than 20 feet from the surf line.
