This happens to mine a lot, I usually tap it with a block of wood and a mallet to free it up. If it's bad I have someone put some pressure on the wheel in the same direction as I'm tapping the ram.

Check the grease and make sure it isn't all rusty, if so then re grease it. I store my boat with the ram retracted now so that it isn't exposed to the elements, seems to freeze up less that way.

If it comes to a point were you can't get it loose and need to use some wd40, make sure you dry it real good and re grease it real well. The wd40 will wash away the grease and make it seize up worse.

What 6to8ftseas said. I had a 13ft whaler and one year the cable was stuck just like yours. It took alot of grease a hammer and block of wood. You just have to keep working it until it comes loose. There should be a couple of grease fittings on the motor mounting bracket. Dont buy a new cablem, If you do you still need to get that old one out. Grease the heck out of it.

More than likely it's the ram stuck in the tube/pipe that goes thru the motor mounting bracket. The ram is usually stainless steel and the tube is usaully aluminum. Wd-40 from the end and if there are grease fittings take those out and wd-40 in there too, all while using a hair dryer to heat the tube. The hair dryer is the trick to unsticking these bad boys.

Once it's freed up clean and regrease like others have said.

When you store it for the season, store it with the ram out of the tube so it doesn't corrode in place again. Just make sure you clean and regrease the assembly prior to putting it away for the winter.

All I'll add to what the other have said is to use the corrosion block grease and spray. It works a lot better than the WD-40 and won't leave a gummy residue. The more heat you can put on the tube the better, but don't start a fire!
