Of course you can throw tin at night! But it requires light to reflect off the surface, so it won't be all that productive in the dark! Some tins have a little tube-tail on a single hook. They are a reasonable approximation of a sandeel, so if you have a tube, the tin might as well be painted black, it is just weight to deliver the tube.
Bucktails are a better bet, and YES, I wouldn't throw one without some kind of dressing. Porkrind, Plastic worms, Squid...they all work.
If I had ONE lure to use at night, it would probably be a Black Bomber B-16A. They are light, and don't cast all that far, but they WORK.
Bucktails work 24/7, you could do worse.
