I am not going to be specific in this response, but I will say the bas spot would be pretty much any jetty on the sound that is near/is a rock pile. I don't know about sea bass since they rarely ever show up within jetty casting range, but rock piles are key. Rock piles provide both shelter and in most cases food. Find these two things, and you will find the porgy.
