You have to obey the rules of the body of water you are fishing in...If you travel into NY waters you then must obey NY,s regs. Keep in mind if lets say...Last year you were fishing in CONN. waters first for fluke, and caught your limit. Then you traveled into NY waters for Striped Bass. You would be over your "FLUKE" limit once you entered into NY waters because the regulations were different between states. If you fish close to bordering states keep a close eye on the possesion and size limits for those states...

If last season living in NY and traveling into NJ's waters for fluke you would have to stick to NY's regs. Jersey had smaller size limit with a larger possesion than NY.
