The codfish regulations are confusing me. I know the RI & MA regs, but what are the regs if I go outside state 3 mile limits and fish recreationally? I was on a head boat a couple weeks ago and their regs were different than RI or MA - 23", no bag limit. Can someone help? I could fish as a charter or private.

I think your going to be subject to whatever state regs are in place when you return to the dock, regardless of where you were fishing when you caught the fish and what the size and possession limits were there.
