Hi Steve,
Are all the components in good shape, not damaged?
With out seeing the rod and assuming all is in good order I would take rod in shower and wash it in warm water(using soap and face cloth). Rinse good and dry. Let sit a day.
Spray Pledge (furniture polish) on a soft cloth and wipe it all over the rod. This will bring shine back if finished is in good shape.
If the finish is in bad shape I would wipe the rod down with 91% isopropol alcohol. Light brade the wraps with a scotch pad(about 400-600 grit) and clean again with alcohol. Then apply a coat of epoxy finish to the wraps and blank area if need be. Let dry for several days and then apply a coat of wax to the rod.
