who catches them?
whats the fines?

for 1 the ny dec will give y a ecat for not having a passanger for hire sticker from the dec the uscg could arrest someone for taking passangers for hire w/out a valid uscg license

Correct me if I am wrong. Only if authorities can prove that money exchanged hands for services though. Giving a buddy gas money is not a problem.

these guys are clearly soliciting passengers on craigslist......i wouldn't consider that a buddy.
