Can some of you statisticians please explain something to me--Whenever i read about dividing up the quotas of a fishery between comms and recs,it is usually determined by giving the other side the poundage that one side or the other is short.THat is the catch 22 to catch and release.For example ,if we recs don't keep our allotment of bluefish,then supposedly the comms can keep that much more.
My question is simply-How the **** do the powers that be know how much we are keeping or releasing?I have never seen anyone at my docks checking catches.It would take a massive amount of man power to come up with an accurate count.I can understand figuring the comms since they probably have to submit paperwork but how do they figure out what we catch-the numbers can't be too accurate
