Here in CT, I go kayaking out in the ocean. Ounce I was surveyed by the local Police harbor. All they did was wright down the serial number that all kayaks have engraved on the side, they also checked to make sure that I had a PFD and a whistle. Other than that, no you don't have to go somewhere to register your kayak (as far as I know).
As far as classes, I have learned alot from websites that have kayak info.

all you need is PFD otherwise you could get a ticket but there are alot of safety items you should have regardless...hand pump, whistle, VHF, light for night fishing(tall enough to be seen over your head) knife, a flag is a good idea too. There are alot of websites to give you info and there are alot of places on long island that will give you a safety class for the kayak. I guess your talking about the "Great South Bay". No registration needed as long as you don't have a gas powered engine on your kayak. No certification needed. You do need a PFD.
