I am not sure if this would be the correct place for this question but I am leaning towards the management area. At any rate
in Maine they call them tommy cod and in Massacusetts they call them chubs. My question is; are these baby/fry cod?

You guys are very helpful, thanks a bunch.
When I was young a few times I went with my grandfather to net chubs for his bait shop, at low tide in the marshes near the north river. You just don't see them anymore. Perch and pickrel would tear them up, the good ole days.

Yes its possible, in fact its their ideal habitat, they prefer esturarien environments with brackish water. IN CT we used to catch them bu the river mouths where they emptied into the sound.
