There is an article in this weeks edition, Dusty's Angle about the impending Saltwater Registration. Personally I don't have an issue with paying for a license as $25 is not significant amount of money considering all the other costs involved for boat owners. However, the issue I have is if I want to take non fisherman on my boat i.e. the occasional neighbor or if I am fishing while taking someone out for a brief cruise etc... will the DEC or whoever is enforcing the license/registration system require everyone on the vessel or every fisherman to be registered. I hope not. As private boat owners they better require only the vessel to be registered and have the captain/owner maintain data or catch info for this system. I can see it now, Every time I ask someone to join me fishing I will tell them to get a license... no way.

Depends if you talking about a state license or the proposed federal "registry." Under the federal plan no one will need a license unless they are either fishing in federal waters or fishing for an andromonos species (like striped bass). If the state adopts a license then everyone will probably have to have one. Long thread about this int he Fisheries Management section.
