Both sides of every washer, including the one under the gear. Gently massage it in, a little bit at a time. You can stop when the washer's surface has an even oily sheen. Don't just slob Cal's grease on, you're not making a sandwich. Greasing the thrust washer may give it some added protection from corrosion, but it won't affect its performance one way or the other.
