Yes, like you said, it is a prison, for holding people SENTENCED for 1 year or less,the definition of a misdemeanor in NYS. People waiting to see a judge cannot already have been sentenced to a prison/jail term. In NYC , you are taken to a central booking facility, those are in each boro.And I'll say it again, you most certainly do not go to Riker's for not answering a "C" summons, which is a Criminal Court summons, issued for things like open containers of alcohol in public, disorderly conduct, public urination, ect.
What really made me respond to this post was the whole "gun in my neck" line. That is such an outlandish statement, but of course, if you challenge someone on it, you'll be met with a " don't tell me what I saw" line. ANY trained law enforecment professional ( and NYSDEC officers are well trained) would never dream of getting so close to a person so that they can touch the subject with their firearm, in a situation where you are drawing your weapon. That's just poor tactics, any rookie will tell you that!
