I have a boat located in Bellmore but am curently living in an apartment in Kings Park so the days during the fall when I can not make it out to the boat and would like to squeeze in an hour of casting I am looking for some guidance in when fishing is good (time of the year), lure(style and size), or baits (live or fresh), tides, and I know I would def. be pushing it for exact spots but some guidance on where to park and access would def. be appreciated. I would be looking to fish the river, the mouth of the river, or sunken meadow. Thank you for your help in advance.

Go to the areas you mentioned and find spots to fish and park now, on days that you don't have time to get on your boat. Access is limited here besides Sunken Meadow and Niss. River State Parks. If your town of Smithtown go to town hall and get a parking permit, and ask them where the fishing access is. This isn't rocket science and surf casting involves leg work that you have to do yourself. Also an hour a day isn't gona get you far no matter how good you are and judging from these questions, it isnt very in this area.
Time: you already narrowed this one down (fall)
Lure: bucktail (don't you always love how when people ask what you what works here the answer is always bucktail because if you know how to use it, they are the best everywhere!)
Tides: flood slack ebb slack (2/x day)-you mentioned three spots in the river and every one is good at a different tide (you need to actually fish to find out which tide is best at the specific spot which could be different 50 yards away)
