On the serious side...
Windows XP and Vista have a decent video capture/editing program included, Windows Movie Maker. They DO NOT assemble your edited video into a DVD format so you can't burn it as a "normal" DVD. A super PC video capture/edit/DVD program that I've used for 10 years is Studio Ultimate 11 or 12 (just released). You can even get a "green screen" and do high tech special effects.
MACs have a built-in program that goes "soup to nuts."
Once you've got all the necessary bits, hook your video source into your computer. I like to go through a firewire (IEE 1394) connection and use a program like Studio to "capture" the video to your hard drive. Be careful, video work uses TONS of hard drive space. Don't even go here if you haven't got at least 250 GB of FREE HDD space. My computer has 2.75 terabytes of hard drive space.
