If you are using 15 lbs. test for weaks and fluke? I highly recommend a leader regardless of what you are using!
Since you are planning to use 1 and 1.5 crippled herring, I definitely would use a short 6?-10? 20lbs. test fluorocarbon leader for added insurance and the snap swivel will also give the extra action (natural / swinging) the lure needs!
