Kingfish and the Surf ???

I've heard that some guys regularly catch 3 lb Kingfish off the surf this time of year. My question is what type of rig and bait are they (if any) are using and when is the best time to ry for kingfish. I have had some good fish (2lbs) in the back bay area but only from a boat and using some chum to hold the fish while the tide is running. Any info accepted...
