I don't fish the Atlantic myself but from reading the postings on this WEB site and talking to my friends it sounds like the action for gamefish, like strip bass and bluefish, is better in the August time frame.
There is no license required to fish saltwater in NY but depending on what you are fishing for there are limits and restrictions. Check before you go, this WEB site is a good place to find that information
