I'm not sure if this will work?
A friend of mine goes to the hardware store and buys wooden dowels. I think you can get them at hobby stores also it will set you back about .59cents. He cuts the dowel to the size he wants and uses that as the body for the popper. Hope this helps.

If you want a cheap easy way to make a popper, then go to pearl's or michaels craft stores and buy cork stoppers. Cut a slit and ca glue a 3407 mustad into the slit. Tie on a tail, paint the cork and epoxy it. It'll stand up to many bluefish. There was a post about this a while back...search the archives. I'll post a pic when I can get one. If you want foam, then try searching the net for "bob's bangers" Popovics supposedly originated them and they're basically closed cell foam with mylar tape around them. Good luck.
