First of all, fluke are an aggressive fly feeder and you should not have any problem connecting into them. The challenge here is finding them and presenting it down where they are. Since you fish the North shore / Huntington Harbor? this gives me a good idea where you fish and here are some of my approaches.
First of all? fish the early hours and your best bet is during the ebb (outgoing) tide! Along the harbor banks you will find sandbars, drop off and cuts along the marshes? a sinking line and a green/white/ glittered clouser will usually do the trick. Cast it to the bottom and make quick 2? strips and keep working the spots.
