To answer your latter question, winter flounder are 99% of the time taken on bait - worms, clams, mussels typically.
They can sometimes be taken on an artifical, usually a rubber body lure, but it's rarely done. Some anglers do add a small yellow, white or red curlly grub-style tail to their bait hooks for extra attraction. It can make a big difference some times.
