This stuff is incredible, Layer it to make a long lasting and durable salt water fly or slow trolled lure. Only problem is it is too costly. Found the same thing at a craft store, it is called 3-d fabric paint and is made by Duncan. Can be picked up for $ 1.49 for a one ounce bottle.
