It's a Doctor Suess lure? :)

All kidding aside, it looks to me like a hybrid lure based on a braided Barracuda Fly.
Looks like a lead head though and might imitate an eel or needlefish once those feathers fold back.

Looks a little like the bait rigs I've seen the boats from CT using in the Race. A light chain connects two hooks with lead head for rigging in a bait. never seen one with the spinner blade though.

Ragmop it is ! In the 60's , 70's and early 80's , the Ragmop , Tony Spoon and surgical hose lures were the go-to trolling baits for stripers and big bluefish on the Chesapeake Bay
