Free-chunking isn't used much locally---but it's a very productive method at the Cape Cod Canal, and there's no reason you couldn't use it here in places where you have current and deeper water close to shore.
The rig is very simple, almost like an eel rig. 6/0 tp 8/0 Octopus or live bait hook tied to about 36" of 50# leader, and a barrel swivel on the other end. To complete the rig, you add a 3/4 or 1 oz Rubbercore or egg sinker above the swivel---which is necessary to keep the chunk from helicoptering in the current.
This method also allows chunkers and pluggers/bucktailers to fish in greater harmony along the same stretch of rocks or shoreline.
