One of the "must do's" of successful carping is to chum the area your fishing. Bring extra dough and toss it around the area. Wait awhile. Once those big bronze buddys get into a feeding frenzy it should be easy as making pizza.
Once chummed in, those carp will hang around for several days. Don't over do it, it'll just make it harder to find your bait.
Try mixing corn or bits of worm in your dough too.
What time is going to depend more on the conditions then anything else. On these cold days, I would look for them during the warmest part of the day untill sundown.
