Tradition dictates bunker by day, eels by night. The theory is that eels are naturally more active at night so bass are targeting them. The glossy scales of bunker reflect nicely in the sunlight. Tradition also dictates that you should drift eels and anchor over structure while using bunker.
Personally, I've caught bass at night with chunks and during the day with eels. I've also found success drifting bunker. Go figure?
