i would vote for snappers, but you really have to let them eat..

The snappers are a hardier bait then peanuts.
Live squid would be tops, if not for the difficulty in getting them. One day fluking it so happened these little squid were latching themselves on to spearing baits. So i took one and sent him down and WHAM! 7LBS. Not monster but if the ability was there to try them in places better known for d'mats I'm sure they would be tops.

IMHO snappers are far too small. I usually can't get them larger than 4-5 inches when the big fish start in late August, in May you can forget about them. If you want to target 4-7 pound fish they work O.K. but if you want doormats you need a bugger bait. IMHO The best bait is a double hook rigged squid 8-12 inches long. I have caught big fish on smaller baits, bt in general the bigger fish hit the bigger baits.

One of the most underrated spots for big fluke has to be the western sound. May not compare to NF or Montauk but if you live near NYC rent a skiff in CI and give Harts Island, Cuban Ledge, Prospect point a try..... My bait of choice is strip bait from robin, fluke, bluefish but must admit the bigger fluke always seem to like my teaser with small strip of squid that I tie about 18" above my main rig with a dropper loop.

Best Bait

I have a few. Large spearing and squid combo to start, sea robin tails. strip baits. and my favorite is the ribbons off the fillet of the fluke.

Going to try some new things this year also.

Some good all around post.

I did well of the FI Reef this year.

I agree with MakoMike. Whole squid, 8-12 inches long, tandem rig, 30 lb. test fluorocarbon leader, 5/0 Gamakatsus snelled about six inches apart, and a fishfinder. Using this setup, I caught many 8+ pounders this past season on the Fire Island reef and off of the Ocean Beach tower - places not usually associated with big fluke.

Big bait - big fluke.

Fluke Sandwich

Take a strip of dark and a strip of white of equal size from a fluke or other fish. Then split the tails. Put it on a 4/0 hook of your choice(Gama)with the skins on the outside, meat inside(like a sandwich). Rig it to a 4ft leader attached to a three way swivel. Tie 8-12 inches of 15 pound test to the swivel and with a surgeons loop attach a bank sinker heavy enough to DRAG bottom. Attach it to your main line and deadstick the outfit. You may get snagged but more than likely when it doubles over it will be a fish usually larger than the norm. Drop back, let him eat, slow lift to check for weight and cross him. Repeat.
