technically, no. The ban is for hot coals/sand/barefeet, I've burned my foot that way so can tell you it is very painful.... keep it low and don't pull up to the beach with your grillmaster off of the patio and you'll be ok..

They have seen me frying up breakfast on my coleman stove and just kept on going.
