"Average" sea conditions in Western Sound

Can one say on "average" the western sound on the CT side, maybe Port Chester to Norwalk, is no greater than 1-2 foot seas? I am trying to get a realistic expectation of the conditions, hence the necessary boat. (I am aware the bigger the better, but the budget doesn't provide for a ship just now.)

I fish the LI side but when the wind is from the North we have the same situation. Under those conditions 2-4' waves are common. I have a 23' boat and normally don't fish when the waves are that high but you could if you wanted to. If you plan on fishing in these conditions often, bigger is better, and I would not go below 22'
