Washington, DC - ASMFC Chair George D. Lapointe has notified the Secretaries of Commerce and the Interior that the Commission has withdrawn its noncompliance finding for the State of New Jersey with regards to its tautog management program. New Jersey notified the Commission on March 25, 2008 that it has implemented management measures that achieve a 25.6 percent reduction in exploitation as required by Addenda IV and V of the Interstate Fishery Management Plan for Tautog. The measures, which include recreational bag limits, and season closures for both the recreational and commercial fisheries, are consistent with those previously reviewed and approved by the Commission's Tautog Technical Committee and Management Board.

"We are delighted that New Jersey, a major participant in the tautog fishery, has committed to joining our states in taking the necessary steps to rebuild this valuable species," states ASMFC Chair George D. Lapointe. "With stock biomass at a third of its historical average, it is critical that all the states and stakeholders dependent on this fishery share in the burden of restoring this important resource."

On February 7, 2008, pursuant to the provisions of the Atlantic Coastal Fisheries Cooperative Management Act of 1993, the Commission notified the Secretaries of Commerce and the Interior that the State of New Jersey was out of compliance with the provisions of the Addenda IV and V to the Tautog Plan. Specifically, New Jersey had not implemented Addenda IV and V's mandatory harvest reductions, which require the state to implement a management program that will achieve a 25.6 percent reduction in exploitation by January 1, 2008. The reduction is necessary to initiate rebuilding of the overfished tautog stock and to maintain effective cooperative management of the resource.

On March 11, 2008, the Secretary of Commerce concurred with the Commission's determination of noncompliance and notified the state that the federal government would impose a moratorium on fishing for, possession of, and landing of tautog in New Jersey state waters on April 1, 2008. With submission of the Commission's March 26th letter to the Secretary regarding New Jersey's compliance, the moratorium will not be imposed.

Fisheries Management

Well these morons have no idea how many black fish are down there. black fish will be there when humans are long-gone. they have been around forever. Now first things first.. u can not drag black fish.. period. and gill netting for them is illegal as it should be. now how many rod and reel men do you think are capable of hurting the population..? the average guy cant catch 10 in a good day. the average sharpy-pinhooker can only catch about a 100 lbs which is nothing.. now how many days can they actually get out? weather, tides, and everything else... they only bit on certain tides. these people are absolutely clueless and are ruining everything good in the fishing industry. they should die. or be tortured. thank you DEC and whoever else has these genius ideas. DO they dive down there and look. no they just think. no one knows more than the guy who goes out everyday. retards...

Mako Mike must be a genius.

Do you actually know whats down there? How do they get there statistics genius? Do you think they send little divers down there and count all the black fish? well do ya? How do they do it mike.? Well I actually know whats down there. ok. and the reported catch is lowered because no one fishes like they used to. and like i said no one knows how to catch allot of black fish. when they do there little studies they think that the black fish are fished out.? how could that be? well obviously you don't know too much about black fishing. those authorities would end fishing forever if they could and people like u would let them. thank you for your genius comment. and good luck black fishing. or 'mako fishing" u must be a mako magnet. when its shark season will you explain the migration and feeding habits of the mako shark for me so i can go catch one? please help?

Well i do a lot of black fishing. alot. not only do I.. but so do the guys I hang with. Some do it as part of there living. Legally. But im not trying to be a "no it all" but i really do know. i speak to alot of divers and people who have friends who dive. If you commercially black fish.. you know exactly what the wreck you fish looks like. i mean.. either first hand or one of your diver buddies goes down. Most black fish just go from the deep to the shallow. within 20 miles of where they were born and thats it. some may travel..but not far. they only eat when they want and they only eat crabs in the fall. any real black fisherman will tell you that. in the spring (same fishing grounds) you can fish with a crab all day and catch 1-2 maybe 3 or 4 fish. now clam... avoiding sea bass and stuff.. you will catch allot of black fish. they like soft bait in the spring and u must avoid other fish that are more aggressive. the amount of black fish has naturally fluctuated over the years and has been on a slight increase in the last five years. there is plenty of fish. We have sat on a wreck without a bite for hours. sent down an underwater camera (not that expensive) and you would die if you knew what was down there. it drives me nuts. they are just hanging out being black fish.
so until these people figure this out.. unfortunately us guys who love to catch black fish and those who sell their measly 80 lbs a day. will have a rough time battling these REGS for our whole life... jsut like the fluke. a 21 inch fluke is 7 years old. gimme a break. the average long island fluke is a 3 to 5 year old fish. the older fish like deeper colder water like up by mass and the wrecks off long island not in the bays and inlets where everyone fluke fishes. its been that way forever. mako mike is a clueless wana bee fisherman.

oh and ctwhitechin.. about a 100 lbs is all ur allowed.. common man. im trying to stick up for commercial guys not make them look like crooks. thinketh before you speaketh...

I often wonder why they spend so much money on fisheries research,
when a couple of fishermen and a handful of divers can more
accurately ascertain the status of a species health :rolleyes:

i just wish that i knew exactly how much money they did spend on researching these fish. i bet if they went for a ride on a couple commercial guys boats they would probably think differently about the population. health i dont know.... maybe the pollution people need to crack down. but i know there is a few more fish around than people think... the poor seabass are gonna get hammered on this year with regs closing the blacks and crappy fluke regs...
to ctwhitechin 25 fish per man.. give or take on the lbs.

It's not about what a skilled dragger can catch, it's a measure of the population. It is not very accurate, but it is the best they can do scientifically. If you think the blackfish population doesn't need help, you are very close-minded, or need to get out of your corner of the world and see what is going on.

Also, there is no need to derogate anyone here, especially when he is posting more sensibly and responsibly than you. Judging by the majority of your posts, if you had your finger on the butoon in the seventies, none of us would be here.

Finally, the rule is 25 fish per vessel. If you're alone, only then is it 25 a man, but only by coincidence.

i meant 25 fish per vessel. yes i made a typo. but its funny cause i was nothing more than a thought of someone imagination in the seventies.
listen dude.. like i said there are more blackfish than these people think. AND I SAY AGAIN NO ONE NOWS MORE THAN THE GUY WHO FISHES EVERY DAY.. (they can get out). the 9 to 5 people just dont know. and i dont think you do either. silly moderator. and last... you cannot drag blackfish i work draggers for a whole, never seen a blackfish come up. like i said the only thing that have to worrie about is commercial pinhookers. (and poachers) but lets be real. they will be just fine. with slight regulation not extreme shutdown. thats ridiculus. like you and your makomike lovin buddies.

So I guess Mr. Draggerman that you have at least heard of "rockhopper" gear? what do you think they target with that gear, bergalls?


Seems like you have never heard of fish pots either. What percentage of the commercial catch do you think is caught in fish pots and lobster traps?

Finally, I would like to point out to you the link at the botom of each page that will take you to the terms of service, which you obviously have not read. Either that or you don't care about them, in which case you visit here will be a short one. I encourage you to read the terms of service and abide by them.
