This is perfect example of why having incongruous size & bag limits in each state is an enforcement nightmare. While it was an innocent mistake, he could have received a stiff fine if he got caught. Similarly, it was okay to keep a 15.5" fluke in federal waters, but you had to eat him while you were out there because you could not bring it back to NY. This problem is also common in the NY Bight area, because of the difference between NY and NJ regs. They need uniform regs in all the states, it is only fair.
