Basically the recreationals are going to get screwed again because of poor policy. As a species recovers, obviously the recreational harvest increases. When the harvest increases and exceeds quotas that were set from data that is several years old, fisheries managers are required by law (I believe the Magnuson Act) to apply this overage to the following year's quota. Thus the more a stock recovers, the fewer we are allowed to keep. That is why fluke, sea bass and porgy regs keep tightening while winter flounder regs remain status quo. Fish that need help don't get it and fish that have healthy stocks get over regulated.
