I've seen Al Ristori fight for recreational fishermen before, and it seems to me he knows what he's doing.....because it reminds me of another type of negotiation - municipal union contracts.
They know pretty much what they are going to get before the negotiations even start.
So, when the negotiations start, you ask for a 10% raise, and the city offers 0%. After all the catfighting, you get 5%.
I've seen from many years ago, that Mr. Ristori works the same way, and it makes sense to me. He knows darn well that they are not going to make it a recreational-only fish, he's a smart man.
Look at what the commercial fishermen ask for. If they got what they asked for, there would be no more fish for anyone.
